1.转变政府职能,是转换林业企业经营机制的关键所在转换林业企业经营机制.把林业企业推向市场.首先要切实转变政府管理经济职能.目前.我国林业的经济结构不尽合理,林业企业经济效益低.活力不够,原因是多方面的,但与政府职能没有转变有相当大的关系.政府职能不转变,仍直接干预生产经营,不给企业充分自主权,林业企业经营机制就不可能转换,林业企业就不能成为市场的主体.因此,要尽速转变政府职能,才能推动林业企业转换经营机制使企业走向市场.
