为了分析公共建筑节能改造项目的成本效益,介绍了合同能源管理及项目的利益相关者,分析了改造项目全生命周期过程中产生的各项成本和效益,在此基础上建立了针对项目主要利益相关者的净收益测算公式和环境效益的测算公式,结合项目经济评价理论具体分析了实际改造项目的成本效益。结果表明:该改造项目动态投资回收期较短,净现值远大于零,内部收益率远高于基准收益率,获得了很好的经济和环境效益。研究的结果可为公共建筑业主和节能服务公司进行项目决策提供参考。
In order to analyze the cost-effectiveness of energy-saving retrofit projects in public buildings, the contract energy management and project stakeholders are introduced. The costs and benefits arising from the project’s life cycle are analyzed. Based on this, The calculation formula of the net income of the relevant parties and the calculation formula of the environmental benefits, and analyzes the cost-benefit of the actual reconstruction project in combination with the project economic evaluation theory. The results show that the dynamic investment recovery period is short and the net present value is far greater than zero. The internal rate of return is much higher than the benchmark rate of return, and good economic and environmental benefits are obtained. The results of this study can provide reference for project decision-making by public building owners and ESCOs.
