“几年前,昆明市就率先在全国成立了便衣警察(分局),效果很好,震慑了犯罪,是警力跟着警情走的一个好办法,这应该在全国推广。”这是时任公安部部长周永康今年8月在昆明视察公安工作时说的一番话。
“A few years ago, Kunming took the lead in setting up a plain-clothes police (sub-station) across the country. The effect was good and deterred crime. It is a good way for police forces to follow the warnings and this should be promoted across the country.” Minister of Public Security Zhou Yongkang said something about the public security work in Kunming in August this year.
