遵照中央关于“继续增强企业特别是国营大中型企业的活力”、“自觉地把经济建设转移到依靠科技进步和提高劳动者的素质的轨道上来”的指示和《国务院关于进一步增强国营大中型企业活力的通知》精神,结合我省实际,为进一步增强全省100户工交重点骨干企业(见附表)的活力创造良好的外部条件,深化企业经营机制改革,提高经济效益,特制订本规定。一、保持搞活企业政策的连续性 1、坚持执行党的十一届三中全会以来搞活企业的法律、法规、政策。全国人大颁布的《企业法》,国务院颁布的《承包条例》,以及党中央、国务院和省委、省政府制定的搞活企业的政策规定,包括全省统一规定(见附件)和对某个行业、某个企业的特殊政策,对增强企业活力、搞活企业发挥了积极作用,要继续贯彻执行。 2、省级各部门,各地、州、市、县,要认真清理各自下发的文件,凡是与国务院、省政府
