记得两年前媒体在评论 INTERNET 进入中国的时候,曾经广为引用过一段话:“我们错过了文艺复兴,我们错过了工业革命,这一次,我们绝对不能再错过了。”1999年1月,中国互联网络信息中心(CNNIC)发布了第三次《中国 Internet 发展状况统计报告》:“截止到1998年12月31日,我国共有上网计算机74.7万台,上网用户数210万……”210万,与12亿人口相比是一个很小的数值。但是,有人预计1999年中国上网用户数将增至600万,而到2000年,上网人数将达到2000万。我们应该说,中国已经开始进入以INTERNET 为代表的信息时代。一台电脑一条电话线,你可以连通整个世界,这是网民;一台电脑一条电话线,你可以创造一个世界,这是网络英雄。
