良好班集体的干部队伍的形成是有二个过程的。一般来说,其过程是:指定——过渡——众举——形成较稳定的核心四个阶段。当一个较稳定的干部队伍形成后,随着班集体向更高的目标发展,干部队伍将以螺旋上升的形式,出现新的组合。从班干部的人选来看,班集体干部队伍相对稳定,但并不形成“终身制”倾向。在“人人都是班集体的主人,人人都想努力管理好班集体”的气氛中,调动全体学生的积极性,不断推选出更适当的人选来调整原班干部队伍,是正常的,是向更好的核心发展的体
