Recently, we conducted a special investigation on the issue of unblocking the export channels of leading cadres. The survey shows that the prominent problems are the vague standards, too narrow channels, unilateral flows and ineffective measures. The existence of these problems has led to the excessive number of leading cadres, the difficult implementation of the “three plans”, the unreasonable structure and lack of vitality of the team, the construction of leading bodies and the building of cadre ranks, which have hindered the reform process and must be taken.
