前言心急吃不了热豆腐!不动产统一登记是一项长期而复杂的工作,不能一蹴而就,需要社会各方面的力量共同推动。如何健全完善不动产物权体系,如何确定不动产统一登记的效力、程序和类型,如何规定不动产登记机构职责和审查要求等,需要理论提供有力支撑和科学考证。不动产统一登记需要国家层面负责落实,做好制度顶层设计,如统一登记依据、簿册证书和信息平台,统一登记机构,也需要地方抓紧推动,做到上下一致。
Foreword Impatient hot tofu! Uniform registration of real estate is a long-term and complex work that can not be accomplished in a single step and requires the cooperation of all sectors of society. How to improve and perfect the system of real property rights, how to determine the validity, procedure and type of real estate unified registration, how to stipulate the responsibilities and review requirements of real estate registration agencies, etc., need theory to provide strong support and scientific research. Uniform registration of real estate need to be implemented at the national level, make the top-level system design, such as unified registration basis, book certificate and information platform, unified registration agencies, but also need to step up efforts to achieve the same.
