苏联在发展战略武器方面,同美国相比总的看是旗鼓相当,基本平衡的。但是,自1972年美苏签署了第一轮限制战略武器会谈以来,苏联已具备了打击美国洲际弹道导弹第一次进攻的能力。在战术核武器方面,苏联的中、近程导弹的优势在日益增长。苏联在实现战略核力量现代化的同时,还注重努力发展,并尽量提高华约在常规武器系统方面的优势。
In terms of developing strategic weapons, the Soviet Union is generally well-balanced and basically balanced with the United States. However, since the United States and the Soviet Union signed the first round of arms control strategic arms talks in 1972, the Soviet Union has possessed the ability to crack down on the first attack on the U.S. intercontinental ballistic missiles. As for tactical nuclear weapons, the advantages of the Soviet medium and short-range missiles are on the rise. While the Soviet Union is modernizing its strategic nuclear forces, the Soviet Union also pays great attention to its development and tries its best to improve its capabilities in conventional weapons systems.
