From November 30 to December 4, 1991, a meeting of directors of the National Port and Animal and Plant Quarantine was held in Beijing. In addition to the director of each port of the conference, leaders and representatives of the Legal Work Committee of the NPC Standing Committee, the Legislative Affairs Bureau of the State Council, the Port State Office of the State Council, the General Administration of Customs, the Border Defense Bureau of the Ministry of Public Security and relevant departments within the Ministry of the People’s Republic of China were invited as well as the capital News reporters, a total of more than 150 people.
