昆明市首屆各界人民代表會議開幕了,這是密切政府與羣眾聯系,是加強各革命階層的團結,羣策羣力,推進昆明建設工作的一件大事,它已經引起了全市人民的極大重視。昆明市人民和全省人民一起,久經人民民主戰鬥鍛鍊,響應解放大軍在全國範圍內的勝利,舉行和平起議,光榮地獲得了自身的解放,隨即開始轉入了和平建設的新時期。建設新的雲南,昆明市應起著先導作用。這樣的光榮與艱巨的曆史任務,每一個市民都有責任,不是任何賢人政治所能包辦代替的。必須依靠中國共產黨和毛主席的正確領導,四個革命階級的緊密團結;大家出主意,大家想辦法,才能排除一切困難,向勝利的建設前進。而團結與依靠各階層人民發揚民主最好的組織形式與最有效的方法就是各界人民代表曾議。這是全國各地早已證明了的經驗,中央人民政府並把它訂為重要法令,通令全國認真地迅速地遵照執行。雲南各縣在最近征粮、鄛匪、春耕生產等工作中,執行了這一決定,獲得了重要的成績。經驗證明:在召開各界人民代表會議和農民代表會中,不少縣由於頒
The opening of the first session of the people’s congress of all walks of life in Kunming is a matter of close contact with the government and the masses. It is a major event that strengthens the unity of the revolutionary classes and makes concerted efforts to promote the construction in Kunming. It has drawn great attention from the people in the city . With the people’s democratic fighting forge ahead, the people of Kunming, together with the people of the whole province, have glorified their own liberation gloriously after they held a peace conference in response to the victory of the liberation army in the entire country. They immediately began to move to a new period of peacebuilding. To build a new Yunnan and Kunming cities should play a leading role. Such a glorious and arduous task of history is that every citizen has the responsibility not to be replaced by any sage politics. We must rely on the correct leadership of the Chinese Communist Party and Chairman Mao and the close unity of the four revolutionary classes. All people come up with ideas and think of ways to eliminate all difficulties and advance toward the building of victory. However, the most effective form of organization and the most effective way to unite and rely on people of all strata in promoting democracy are people’s representatives from all walks of life. This is already a proven experience in various parts of the country. The Central People’s Government has also placed it as an important decree that will instruct the whole country to comply with it promptly and speedily.
