党的第十五次全国代表大会,是在世纪之交召开的承前启后、继往开来的历史性盛会,对我国改革开放和社会主义现代化建设事业具有划时代意义。江泽民同志在会上作的《高举邓小平理论伟大旗帜,把建设有中国特色社会主义事业全面推向二十一世纪》的报告,以邓小平理论和党的基本路线为指导,全面总结了十一届三中全会以来特别是十四大以来全党和全国人民共同奋斗的实践经验,对我国社会主义初级阶段的经济、政治、文化和党的思想、组织、作风建设作出了新的战略部署,是我们党带领全国各族人民迈向新世纪的政治宣言和行动纲领。认真学习贯彻十五大精神,把广大干部群众的思想统一到十五大精神上来,把各族人民的力量凝聚到实现十五大确定的各项任务上来,进一步解放思想,深化改革,抢抓机遇,加快发展,是我省当前和今后一个时期的重要任务。为此,省委提出如下贯彻意见。一、认真学习十五大精神,高举邓小平理论伟大旗帜。(1)学习+五大精神,最根本的是要高举邓小平理论伟大旗帜。十五大的灵魂是高举邓小平理论伟大旗帜。只有牢牢把握这个灵魂,才能全面领会和理解十五大的精神实质。学习和贯彻十五大精神,要围
