我省打火炮、拉炮、摔炮(简称“三炮”)生产、销售、管理工作,自贯彻省人民政府(1980)12号文件精神以来,各地采取了相应措施,严格管理制度,取得了一定成绩。但是,不安全的隐患仍然存在。有的未经批准继续生产或私购原料准备生产,有的继续对外销售,原已封存的大部分还未处理。为了确保人民生命和国家财产安全,根据省人民政府指示,特作如下补充通知:
