台湾海峡正面临着历史性的危机。这缘于两个大倒退: 一、陈水扁“新政府”继承李登辉“台独”理念,在“台独”的道路上越走越远,最近竟公然提出“一边一台”。与此相适应,在军事上,陈水扁抛出带有分裂色彩的“决战境外”军事战略,企图把战争引向大陆。在完成了台军“精实案”后,又开始“精进案”的实施,旨在提高台军的反应能力和作战能力。在武器装备上,陈水扁一方面大力发展进攻性武器,另一方面不惜血本,大量购买先进的装备,如向美国采购柴油动力潜艇和“基德”级导弹驱逐舰等,以此“挟洋自重”,一意孤行推动“台独”进程。二、小布什上台后,在克林顿政府建立的美中“建设性战略伙伴关系”的基础上大踏步后退。布什政府在国际事务中奉行“单边主义”政策,强调遏制机制,把台湾列为美国在环太平洋地区的“好友”,表示要“协防台湾”,给台湾明确的支持。最近又支持台湾研制“阻吓性武器”。陈水扁随着小布什的指挥棒起舞,“两岸政策”自动纳入美国的“全球战略”,试图依靠美国与大陆抗衡。台湾是中国的一部分。中国政府决不会坐视任何分裂祖国的阴谋得逞。除了继续谋求和平统一中国的努力外,决不放弃武力解决台湾问题的可能。无论是外来的敌对势力,还是陈水扁的一意孤行,谁分裂中国,谁将遗臭万年。历史无情,没有例外。
The Taiwan Strait is facing a historic crisis. This stems from two major retrogressions: First, Chen Shui-bian’s “new government” has inherited Lee Teng-hui’s idea of “Taiwan’s independence” and has gone further and further along the road of “Taiwan’s independence.” In line with this, on the military level, Chen Shui-bian dished out its separatist “decisive battle offshore” military strategy in an attempt to lead the war to the mainland. After the Taiwan military’s “hard case” was completed, the “intensive project” was started again with the aim of enhancing the Taiwan military’s ability to react and combat. On the weapons and equipment front, Chen Shui-bian vigorously developed offensive weapons on the one hand and spared no expense to purchase a large amount of advanced equipment such as purchasing diesel-powered submarines and the Kidd-class guided missile destroyer from the United States. As a result, , Bent on pushing forward the “Taiwan’s independence” process. Second, after taking office, George W. Bush stepped forward and retreated on the basis of the “constructive strategic partnership” established by the Clinton administration. The Bush administration pursues a policy of “unilateralism” in international affairs, emphasizes its containment mechanism and ranks Taiwan as the United States’ “good friend” in the Pacific Rim, saying that it will “help Taiwan defend Taiwan” and give Taiwan clear support. Recently, it also supported Taiwan in the development of “deterrent weapons.” As Chen Shui-bian danced under the command of George W. Bush, the “cross-Strait policy” was automatically incorporated into the “global strategy” of the United States in an attempt to contend with the United States against the mainland. Taiwan is part of China. The Chinese government will never sit back and see any plot to split the motherland succeed. Apart from continuing to strive for the peaceful reunification of China, we will never abandon the possibility of using force to solve the Taiwan issue. Whether it is an alien hostile force or Chen Shui-bian’s willless act, whoever splits China, who will stink for a thousand years. History is merciless, no exception.
