The Russian science of the 19th century was seldom linked to life, and it did not merge with life as a whole. It is the bottom line of performance for all university students, who, in only modest circumstances, can build their own schools, find helpers and successors to their careers. The great work of Russian scholars often ended or forgotten as they died, and sometimes they were inherited in foreign countries. The Tsarist government did not understand the role of science in its own country, took an attitude of no confidence in it and preferred to import ready-made science and technology from abroad.
