2006年8月,中央出台了《党政领导干部职务任期暂行规定》、《党政领导干部交流工作规定》、《党政领导干部任职回避暂行规定》三个法规文件,分别对党政领导干部的职务任期、连任限制、最高任职年限、任期内保持相对稳定等问题作了规定,对交流的对象、范围、方式、组织实施、工作纪律、保障措施等作了规定,对领导干部任职回避的适用情形、操作程序等作出了规定。这三个法规文件的出台,是在新世纪新阶段
