党的十四届五中全会提出我国今后5年、15年的奋斗目标,八届人大四次会议通过了《关于国民经济和社会发展“九五”计划和2010年远景目标纲要》,展示了跨世纪的宏伟蓝图,从而也对新时期的防汛抗旱工作提出了新的要求。防汛抗旱工作的成败直接关系到“九五”计划和2010年远景目标能否顺利实现。今年是“九五”计划的开局之年,及早动手,扎实工作,全力做好防汛抗旱工作意义重大。
The Fifth Plenary Session of the 14th Central Committee of the Party proposed the goal of our country’s efforts in the next five years and 15 years and the Fourth Plenary Session of the Eighth National People’s Congress passed the “Outline of the Ninth Five-Year Plan for National Economic and Social Development and the Visionary Goal for 2010” Cross-century grand blueprint, which also made new demands for flood control and drought relief in the new period. The success or failure of flood control and drought relief work has a direct bearing on whether the Ninth Five-Year Plan and the 2010 Vision can be successfully implemented. This year marks the first year of the Ninth Five-Year Plan. It is of great significance to start work as early as possible and work solidly to make every effort to prevent floods and drought.
