根据中央对福建对台合作先行先试的要求,为寻找两岸关系进展新突破点,在对两岸关系的现状分析的基础上,提出了在福建沿海有条件的六个岛屿与半岛构建创建两岸特色合作机制试点链的设想,对该试点链的核心思路、选择条件、体系结构及特点、特殊意义、指导思想、基本原则、运作机制和对策建议进行了系统讨论,并对所选择的六个试验区作了简要分析。
