Recently, the General Office of the State Economic and Trade Commission issued the Circular on Concentrating on Making Great Efforts to Further Dealt with Obligations to Equities. The contents are as follows: 1. The financial asset management companies, the economic and trade commissions and all relevant agencies in all regions strictly follow the instructions of the CPC Central Committee and the State Council The enterprises that transfer the debt to the shares within the scope and conditions stipulated in the Circular of the State Development Planning Commission on the Current Economic Situation and Suggestions on Countermeasures (Zhong Fa [1999] No. 2) should be prevented from going into mass production.
