加强财政支农资金的使用与管理,发挥支农资金的使用效益,是落实支农政策,解决“三农”问题的重要手段。但在具体操作过程中,存在支农资金使用效率低下、管理模式落后、监管不到位等问题。该论文就切实加强支农资金管理使用提出了创新支农资金管理模式、加强涉农资金整合、完善支农资金监督体系等一系列行之有效的建议。
Strengthening the use and management of funds for supporting agriculture and giving full play to the benefits of supporting funds for agriculture are important means for implementing the policy of supporting agriculture and resolving the issue of “agriculture, rural areas and farmers”. However, during the specific operation, there are problems such as inefficient use of supporting agriculture funds, backward management mode, inadequate supervision and so on. The paper proposed a series of effective suggestions on how to innovate the model of supporting agriculture funds, how to strengthen the integration of agriculture-related funds and perfecting the supervision system of supporting funds for agriculture.
