2007年3月1日,国家海洋局在北京全国政协礼堂召开大会,宣布国际极地年(IPY)计划在北京启动,标志着具有重大意义的第四次国际极地年活动在我国拉开帷幕。国际极地考察年是全球范围内的科学家共同策划、联合开展的大规模极地科学考察与研究活动,被誉为国际极地科考的“奥林匹克”盛会。俄罗斯、美国、加拿大、挪威等八个国家为主要的合作国家。图1是2007年1月1日美国南极站点(亦被称作阿蒙森-斯科特站)寄出的实寄封。图2是法国巴黎于启动日-2007年3月1日寄出的实寄封。
On March 1, 2007, the State Oceanic Administration held a conference in the auditorium of the CPPCC Beijing to announce the launch of the International Polar Year (IPY) program in Beijing, marking the start of the fourth International Polar Year of Polarity of great significance in our country. The International Year of Polar Research is a large-scale polar scientific investigation and research project jointly planned and conducted by scientists all over the world. It is regarded as the “Olympic” event for international polar science expeditions. Russia, the United States, Canada, Norway and other eight countries as the main cooperative countries. Figure 1 is a physical seal sent by the United States Antarctic Station (also known as Amundsen-Scott Station) on January 1, 2007. Figure 2 is the actual mailing address sent by Paris, France on the start date - March 1, 2007.
