刘家峡水电站到建设坪的220千伏出线洞口,由于正对泄水道,从1971年线路投入运行以后,于汛期泄水道放水时,共引起了绝缘子闪络跳闸事故达11次之多。其原因,以往认为是由于黄河水浑,当泄水道放水时,刘建线出线洞口处在水雾之中,含泥水滴在绝缘子上通过泄漏电流的烘干蒸发,在绝缘子上形成一层泥垢,随着时间的积累,泥垢愈积愈厚,最后造成闪络。从而把闪络的原因鉴定为“泥雾”
