按照农业部办公厅、财政部办公厅《2015-2017年农业机械购置补贴实施指导意见》文件精神,结合我省农业生产实际,特制定本方案。一、基本原则(一)坚持公开公平公正的原则。以县为单位公开补贴资金使用方案、资金额度、工作程序、补贴对象等,阳光操作,公开透明。(二)坚持先购后补的原则。购机者必须先购机,再申请补贴,经摇号确定为补贴对象后方可享受补贴。
