1988年,安徽省龙念、汪涉云副省长先后就阜阳市城市防洪圈堤管理工作中存在的问题,作出了明确的批示。为了落实“批示”精神,阜阳市委、市政府在阜阳行署领导下,对防洪圈堤存在的主要问题多次进行深入细致地研究,采取了一系列强有力的措施:——现有防洪圈堤保护范围小,工程破坏严重,已不能保证不断发展的现代化城市建设安全,阜阳行署就这一关键问题,统一协调安排地、市、县各级有关部门共同考察研究,提出了新的城市防洪规划。按“75.8”洪水位超
