最近,我省出台了《关于深化水利改革专项方案》(以下简称《方案》),以破解水利建设管理中存在的深层次矛盾,保障全省的水安全。《方案》体现出五大改革亮点:政府、市场“两手”发力,破解钱从哪里来水利建设的持续发展,遇到钱从哪里来的大问题,必须靠政府、市场“两只手”共同发力。《方案》以7大举措助推深化水利投融资改革,目标直指在更大范围、更深程度吸引各类社会资金参与水利建设与管理。
