关于自然科学研究论文的评价问题,国内报刊谈论很少。一些科研管理机构和部门,似乎未予以足够的重视和研究。其实,这是一个很重要的问题,因为它既涉及某些理论问题,也涉及实际问题。科学研究从总体上说,主要包括组织管理、科学研究本身及科研成果的评定、推广和应用等三部分内容。任何一项科研成果最终都须要以研究论文或工作报告等文字形式(以下总称为论文)表达、发表出来。因此,如何评价论文必然关系到研究成果的评定及对研究人员工作能力、水平和成绩的评定等许多重要问题。
On the evaluation of natural science research papers, domestic newspapers rarely talked about. Some scientific research agencies and departments do not seem to have given enough attention and research. Actually, this is a very important issue because it involves some theoretical issues as well as practical ones. Overall, scientific research mainly includes three parts: organization and management, scientific research itself and the evaluation, promotion and application of scientific research achievements. Any one of the final results of scientific research must be in research papers or work reports and other text (hereinafter collectively referred to as the paper) expressed, published. Therefore, how to evaluate the essay is necessarily related to the evaluation of the research results and the evaluation of the researchers' ability, level and achievements and many other important issues.
