连锁企业要扩张成为一个大企业 ,跨城市连锁是必经之路。浙江连锁企业的跨城市发展已经取得了一定的进展 ,但是 ,规模还十分有限 ,发展速度也不快 ,主要原因在于存在着税收征管体制、政府行政管理体制、企业财务管理体制以及专卖商品管理体制的约束 ,要推进浙江连锁企业跨城市发展 ,需从制度设计层面突破上述体制性障碍 ,为此 ,本文提出了推动供销社系统的连锁企业联合重组、连锁企业直营店实行包税制、简化申办证照手续、为连锁企业创造股票上市条件、成立浙江连锁经营协会、允许专卖商品在连锁企业内部跨地区划拨等制度设计方案
Chain enterprises to expand into a big business, cross-city chain is the only way. The development of cross-city chain in Zhejiang has made some progress. However, the scale is still very limited and the speed of development is not fast. The main reason is that there are tax collection and management system, government administration system, enterprise financial management system and monopoly commodity management system Constraints, to promote the development of cross-city chain enterprises in Zhejiang, from the system design level to overcome the above institutional barriers, this paper proposed to promote the supply and marketing cooperatives system chain joint reorganization, franchise chain stores operating tax package to simplify the application for licenses Procedures for the chain to create the stock market conditions, the establishment of Zhejiang Chain Management Association, to allow monopoly commodities in the chain within the inter-regional allocation of such system design
