城市轨道系统在城市交通中具有重要作用,而轨道交通突发事件可能会影响轨道交通系统的正常运营。为了剖析我国轨道交通应急管理的现状,本文逐层梳理突发公共事件应急预案体系,对比了国家和地方对轨道突发事件的等级划分标准、管理机构与响应主体,通过分析不同城市轨道交通应急管理实例,总结了当前轨道交通系统比较发达的几个城市的应急响应机制,以香港地铁应急管理为借鉴,对当前轨道交通应急管理模式存在的不足和改进提出了建议。
Urban rail system plays an important role in urban traffic, and rail transit emergencies may affect the normal operation of the rail transit system. In order to analyze the status quo of emergency management of rail transit in our country, this paper combs the emergency response system of public emergency one by one, compares the national and local standards for grade classification of rail accident, management organization and the main body of response, analyzes the emergency response of rail transit in different cities This paper summarizes the emergency response mechanism of several cities with the most developed rail transit system in our country. Taking the emergency management of Hong Kong as a reference, this paper gives some suggestions on the shortcomings and improvements in the current emergency management mode of rail transit.
