保障下岗职工基本生活、促进再就业是保稳定、保改革的重要措施。作为轻纺工业基地、劳动密集型企业较多的湖北省荆州市,截至1998年9月底,全市有下岗职工52889人,占企业职工总数的15.71％。为切实保障下岗职工基本生活,市财政部门积极配合经贸委、劳动局对全市下岗职工基本情况进行了全面调查,结合本市实际提出了市直企业落实“三三制”,做好下岗职工基本生活保障工作的实施意见,并由市政府发出文件执行。全市共建立再就业服务中心526个,组建率达100％,下岗职工于1998年9月底100％进入中心托管并100％发放基本生活费。为确保三个100％,荆州市采取的措施是“四条”、
Ensuring the basic livelihood of laid-off workers and promoting reemployment are important measures to ensure stability and reform.
