2011年是“十二五”开局之年,民政部正会同国家发展改革委制定社会养老服务体系建设“十二五”规划。规划将进一步明确“十二五”时期中国社会养老服务体系建设的指导思想、基本原则、基本内涵、功能定位、具体建设任务和保障措施,这是指导今后一个时期中国社会养老服务体系建设的重要依据,也是开展社会养老服务体系建设试点工作的重要抓手。各地要以落实社会养老服务体系建设专项规划为契机,认真抓好试点工作,统筹安排本地区社会养老服务工作。总体要求是:地方为主,分级负责;政府主导,多方参与;创新机制,保障运营;明晰产权,规范建设。
2011 is the first year of the “Twelfth Five-Year Plan”. The Ministry of Civil Affairs is working with the National Development and Reform Commission to formulate the “12th Five-Year Plan” for the development of the social pension service system. The plan will further clarify the guiding ideology, basic principles, basic connotations, functional orientation, specific construction tasks and safeguards of China’s social pension service system in the “12th Five-Year Plan” period, which will guide the construction of China’s social pension service system in the coming period It is also an important starting point for carrying out pilot projects in the social pension service system. All localities should take the opportunity of implementing the special plan for the construction of social pension service system and earnestly do a good job in pilot projects so as to make overall arrangements for social pension services in the region. The overall requirements are: local-based, graded responsibility; government-led, multi-party participation; innovation mechanism to protect operations; clear property rights, standardize construction.
