目的了解福建省农村卫生监督现况及存在问题,为制定今后农村卫生监督方案提供依据。方法问卷调查2009年全省88个县(市、区)级卫生监督机构农村卫生机构设立情况和监督执法情况,用SPSS软件包统计分析。结果 2009年福建省开展农村卫生监督工作的县(市、区)级农村卫生监督机构占75.9%;采用在乡镇卫生院聘任助理监督员或卫生检查员的监督模式的占53.4%,采用事业单位的人员管理模式的占68.5%,乡镇卫生监督机构的经费来源为乡镇卫生院拨款的占40.0%。在未开展农村卫生监督工作的县级卫生监督机构中,因经费不足的占56.3%、因编制不足而未开展农村卫生监督的占18.8%。结论福建省农村卫生监督得开展还未覆盖全省,卫生监督、人员管理及经费来源等问题尚需政府进一步协调解决。
Objective To understand the current status and existing problems of rural health surveillance in Fujian Province and provide the basis for future rural health surveillance programs. Methods Questionnaire Survey on the establishment and supervision and law enforcement of rural health institutions in 88 county (city and district) level health supervision agencies in 2009 in the province was conducted with SPSS software package. Results In 2009, 75.9% of county (city, district) level rural health supervision agencies in rural areas carried out supervision and inspection in rural areas in Fujian Province. 53.4% of supervised mode employed by township hospitals as assistant supervisors or health inspectors, 68.5% of the staff management mode, township health oversight agencies funding for the township hospitals accounted for 40.0%. In the county-level health supervisory agencies that failed to carry out rural health surveillance, accounting for 56.8% of the total population was under-funded and 18.8% of them failed to carry out rural health surveillance due to insufficient preparation. Conclusion The implementation of rural health surveillance in Fujian Province has not yet covered the whole province. Health supervision, personnel management and funding sources still need to be further coordinated and solved by the government.
