Director, Deputy Director, Secretary General and Members: According to the legislative plan of the Standing Committee of the Provincial People’s Congress for 2017, as entrusted by the Ethnic Chinese Overseas Commission, I hereby give the following explanation on the Regulations for the Protection of Investment by Taiwan compatriots in Zhejiang Province (Revised Draft): The Need for Revision The Fourth Plenary Session of the 18th CPC Central Committee called for ”consolidating and deepening the peaceful development of cross-Strait relations by using the rule of law and perfecting the laws and regulations concerning Taiwan“. General Secretary Xi Jinping put forward the ”cross-Strait“ principle and emphasized that ”we should implement the policies and laws that will benefit compatriots on both sides of the Taiwan Strait."
