1.1 主要问题 无论在发达国家还是发展中国家,任何卫生服务系统都存在着公共卫生资源短缺和配置使用不合理等问题。近几年来,各国、特别是发展中国家纷纷通过改革卫生筹资和服务系统,以期有效地解决卫生资源与社会卫生服务需求之间的矛盾。在我国,就卫生资源配置的结构而言,存在着以下主要问题。
