西部大开发战略为实现西部经济社会的跨越式发展、进一步改善民生创造了历史发展机遇。把握这一历史机遇,要进一步发挥民营经济作为西部经济社会发展战略重心的特殊作用。民营经济“主体”化是西部民生事业的所有制保障。要利用当前的大好形势,实施西部的民营经济主体化战略,即优先发展民营经济,促进形成民营经济与国有经济的平等地位,为进一步推进民生工程提供所有制保障。
The strategy of large-scale development of the western region has created historical development opportunities for the great-leap-forward development of the western economy and society and the further improvement of people’s livelihood. To seize this historical opportunity, it is necessary to further develop the special role of the private economy as a strategic center of gravity for the economic and social development in western China. Private economy “subject ” is the ownership of the people’s livelihood in the western system of protection. We should take advantage of the current excellent situation to implement the strategy of subjectifying the private economy in the western region by giving priority to the development of the private economy and promoting the formation of an equal position between the private economy and the state-owned economy so as to provide all-state security for further promotion of people’s livelihood projects.
