从1998年6月份开始,辽宁省大石桥市财政局着手将信息网络技术引入到财税金融管理之中。经过可行性论证、软件开发、硬件调试、网络集成等阶段的工作,建成了大石桥市地域经济计算机网络综合监控系统,在2000年5月30日实现了大石桥市政府所辖市本级及镇区级财政、税务、金融系统、执收(费)、执罚(款)单位、社会保障机构和重点企业等计算机的联网,并于2000年12月8日通过了由辽宁省科技厅主持的省级技术鉴定。该监控系统的运行,使财政收支管理提高到一个新水平,财税金融运行更加科学、合理,并实时处于监督之下,社会保障体系得到完善,确保了地域经济的快速、健康发展和社会的稳定。同时,也促进了政务公开和依法行政。
