公共安全事故的增多与市场经济的发展有着直接的关系。市场的本质是交换,市场经济越发展,人们对交换的需求就越多,于是,交往的半径就越大,参与的领域和事务就越多,从而公共生活的质量就越高,人们对公共安全的需要也就越高。但是,这是以政府管理职责到位为前提的。问题在于,公共安全不像企业生产安全那样,其责任主体只是企业,它一般涉及消防、交通、民政等多个部门的工作,需要各部门之间沟通、协调和配合,显然,这是有成本的。而作为具有外部性的公共产品,公共安全只能由政府来提供。由于政府多年来更多地将资源配置给生产安全,从而也就造成政府在公共安全上的有效供给不足以及供给上的低效率。以密云事故为例,平日观灯游人约3000人,可事故那天来了30000多人,这么多人如何通过那个以往3000人过的桥?如果没有预案,稍有意外,就会酿成大祸。可惜的是,我们没有看到主办方有这样的预案。
