政治生态反映的是政治要素运行的环境,良好的政治生态对政治生活的健康发展有着重大的价值。但政治现象的内在属性决定了良好的政治生态环境的形成,不仅需要制度和要素的磨合,更要经过复杂的斗争。其中,与政治生活中的潜规则的斗争,是构建良好政治生态的一个极为重要的方面。综合学者们的见解,政治生活中的潜规则应该是指与政治道德、政治制度相偏离的,以隐蔽性、实用性、排他性为特征的非正式规则或制度,这些规则或制度被一些政治参与者认可并实际奉行。
