专利、标准和人才,是我国新近制定的科技发展三大战略,这三大战略的实施有着重要的现实意义。尤其是专利,是市场经济中有效、合法的竞争工具,这个简单而又简单的道理,却往往被企业家们忽视。 近日,本刊记者对全省各市和有关高新技术企业做了调查,也会同济南市知识产权局对济南市的企业做了调查。调查发现,能够按照修订后的《专利法》兑现“一奖两酬”政策的仅有15家,占被调查企业的3.4%。实际上,知识产权制度本身就是一种最重要的奖励机制,我们应该充分利用知识产权制度提供的法律保障,为智慧之火添加利益之油,让专利发明人取得合法经济收益,把知识产权申请量、拥有量和实施效益作为考核科技进步和经营管理水平的重要依据。
Patents, standards and talents are the three major strategies for the development of science and technology recently formulated in our country.
