人类正在经历全球化进程。对于全球性问题和跨国犯罪 ,进行国际间的合作和国际社会的恰当的干预已经成为维护健康的全球秩序的必要因素。普遍干预主义似乎在任何时候都不合理 ,然而纯粹的非干预主义也是不可取的。干预仅当为遏止巨大暴行和恢复和平所必需时才是正当的。在针对无辜平民的恐怖主义攻击已经具有全球规模、并且可能威胁每个国家的人民的今天 ,国际社会尤其需要形成一种正当的国际干预的伦理。这种干预诚然需要以现有的国际法为依据 ,但它尤其需要得到不同宗教和伦理传统的重叠的共识的支持
Humans are experiencing the process of globalization. For global issues and transnational crimes, international cooperation and proper intervention by the international community have become necessary elements for safeguarding a healthy global order. Universal interventionism seems unreasonable at any time, but pure non-interventionism is also undesirable. Intervention is justified only if it is necessary to curb the atrocities and restore peace. Today, when the terrorist attacks against innocent civilians are already on a global scale and may threaten the people of every country, the international community in particular needs to establish a proper ethics of international interference. This intervention certainly needs to be based on existing international law, but it needs to be especially supported by the overlapping consensus of different religious and ethical traditions
