祟明县(岛)位于长江入海口,独特的地理位置,造就了丰富的滩涂资源。长江每年下泄近5亿t泥沙,在长江口受海水顶托,在崇明岛四周,特别是东滩北沿絮凝沉积,逐步发育成沙岛与大片滩涂。这独特的自然资源是国家社会的财富。在工业用地、城建用地、农民住房用地和耕地逐年减少的上海来讲,这些后备土地资源,显得特别宝贵。建国后,围滩造地70余次,共围得土地78万余亩。崇明岛的面积由1949年的608km~2,增加到目前的1136km~2。在这些土地上,新建了8个市属国营农场,2个军垦农场和新村、绿华2个乡镇以及县办良种场、东平林场、水产养殖场。还有近20万亩土地被用作各乡镇的农副业生产基地和县水泥、化肥、轧钢、建材、电镀“五小”工业基地等等,为国家增加国土,缓解了地少人多的矛盾,为菜蓝子、米袋子作出了
