各级财政部门多年来根据党的民族政策和法律规定,对少数民族地区给予了力所能及的也是巨大的财政支持,帮助少数民族地区发展社会经济文化事业。正是由于这种支持在短短三十多年里,我国各少数民族地区的面貌发生了历史性变化,取得了辉煌的成就。当前需要我们认真研究的问题是,在经济体制改革、国民经济运行机制和国家财力分配格局向发展社会主义有计划商品经济转轨过程中,如何更有效地发挥国家财政的宏观调节作用,从政策上、体制上更好地帮助商品经济不发达的少数民族地区跟上改革的步
Over the years, the financial departments at various levels have also given tremendous financial support to ethnic minority areas to the best of their ability in accordance with the party’s ethnic policies and laws, and helped the ethnic minority areas to develop their socio-economic and cultural undertakings. It is precisely because of this kind of support that in the past three decades many historic changes have taken place in the face of the ethnic minority areas in our country and great achievements have been made. The current issue that needs our serious study is how to exert the macro-regulatory role of state finances more effectively in the process of economic restructuring, the operation of the national economy and the pattern of distribution of state financial resources to the development of a socialist planned economy.
