陈忠孝,现任常平经济开发区党委书记,山西常平集团有限公司董事长兼总经理,山西省人大代表。他立志通过兴办实业改变老区的贫困面貌。他从创办机砖厂起步,逐步滚动发展,到2004年,企业已经发展成为一家大型企业集团,下属冶金、建材、化工、农业开发,生态旅游等三十余个企业,实现产值22亿元,名列全国成长型企业百强的第26名。企业上缴税收连续三年增长100％,到2004年,上缴税收1.3亿元。常平集团通过投资创业,创造10000多个就业机会,安排城市下岗职工2400余名,转移农村剩余劳动力8600多名。常平集团还先后捐资1500多万元,支持老区的公益事业。
Chen Zhongxiao is the secretary of the party committee of Changping Economic Development Zone, the chairman and general manager of Shanxi Changping Group Co., Ltd. and the representative of Shanxi Provincial People’s Congress. He determined to change the poverty outlook in the old districts through the establishment of industries. He started from the founding brick plant, and gradually rolling development, by 2004, the company has developed into a large enterprise group, under the metallurgical, building materials, chemicals, agricultural development, eco-tourism more than 30 enterprises, the output value of 2.2 billion yuan, Ranked 26th in the Top 100 Growth Enterprises in China. The tax paid by enterprises increased by 100% for three consecutive years. By 2004, the tax paid was 130 million yuan. Changping Group, through investment and business start-ups, created more than 10,000 job opportunities, arranged 2,400 laid-off workers in urban areas and transferred more than 8,600 surplus rural labor force. Changping Group has also donated more than 1,500 million to support the public welfare in the old area.
