随着1997年香港回归祖国日期的临近,香港驻军问题日益引人瞩目。根据《中华人民共和国香港特别行政区基本法》的规定,中央人民政府将向香港派遣部队以担负防卫等任务。1993年7月,英国国防部副大臣韩力在下院宣布,驻港英军将从1994年下半年起逐步撤走。而在地球的东方,中国人民解放军副总参谋长徐惠滋亦在7月宣布,1997年驻港三军总部必须设在市区,因为总部本身是主权的象征。
With the approaching date of Hong Kong’s return to the motherland in 1997, the issue of the Hong Kong garrison has drawn increasing attention. According to the “Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China,” the Central People’s Government will send troops to Hong Kong to shoulder the task of defense. In July 1993, Han Li, Deputy Minister of Defense of the United Kingdom announced in the lower house that the British troops stationed in Hong Kong will be gradually withdrawn from the second half of 1994. In the east of the earth, Xu Huizi, deputy chief of staff of the Chinese People’s Liberation Army, also announced in July that the headquarters of the armed forces stationed in Hong Kong must be located in the urban area in 1997 because the headquarters itself is a symbol of sovereignty.
