中央人民政府政务院政文董字第八五号指示:「全国各地城市及乡村一年四季均有天花发生,每届冬季及春初流行较广,造成人民生命财产的损失至为重大、各级政府应对今秋种痘运动加以重视」。各地应本此精神,结合当地实际情形,并参酌卫生厅卫防字第三○一号通知,大力开展这一工作,兹指示于后:
