“普遍服务”理念与我国公共服务均等化的政策目标基本一致,两者具有同质性,其价值内核体现在公民基本权利的保障、社会公正的要求、经济福利增长的需要。在我国政府由“控制型”转向“服务型”的过程中,社会普遍服务以其绩优性成为公共政策工具的必然选择;社会普遍服务政策的推进,不仅有助于解决长期以来区域间、城乡间、社会阶层间存在的国家公共福利分配不均衡、发展机会不平等之问题,而且有利于将国家经济增长政策与国家反贫困政策加以整合以便尽快提升全体国民的社会福利水平,是推进基本公共服务均等化的重要手段。
