几年来,穆棱市认真贯彻《村民委员会组织法》,紧紧围绕富民强市的总体目标,深入开展村民自治工作,充分调动了广大农民的积极性,有力地促进了农村稳定、经济发展、社会进步。主要做法是:一、深化认识,加强领导1、分析形势,增强紧迫感。通过分析村民自治工作的新情况、新问题使我们看到,农村承包后,村民在自主经营中形成的自主意识、民主意识不断增强,他们对土地承包、村务管理等与自身利益密切相关
