以党的十一届三中全会为标志,我国进入了改革开放的历史新时期。我们处在一个深刻的历史大转折中,许多新情况新问题摆在我们面前。毛泽东同志曾指出:政治路线确定之后,干部就是决定的因素。邓小平同志强调:办好中国的事情,关键在党,关键在人。江泽民同志指出:保证我们的事业不断取得成功的关键在于造就一支高素质的干部队伍,把各级领导班子建设成为团结、坚强的领导集体。领导干部所处的特殊地位和作用要求他们必须具备较高的素质,要具有强大的精神支柱,而离开学习想获得扎实的理论基础、较高的干部素质是不可能的。

Many new problems and new issues are before us. Comrade Mao Zedong once pointed out: After the political line is established, cadres are the decisive factor. Comrade Deng Xiaoping emphasized: The key to running China well is the party and the key lies in people. Comrade Jiang Zemin pointed out: The key to ensuring the continuous success of our cause lies in creating a contingent of highly qualified cadres and building leading bodies at all levels into a united and strong leadership collective. The special status and role of leading cadres require that they must have high quality and strong spiritual support. However, it is impossible to obtain a solid theoretical foundation and a high cadre quality after they leave school.
