面对新的形势,我省人武部的全面建设发展形势喜人,这已成为共识。为了继续保持发展的良好势头,笔者认为,当前人武部建设要注意正确认识和处理好四个关系。 一、关于被领导和领导的关系。认真贯彻落实“双重领导”体制,首先在思想上要强化“双重领导”意识,具体讲就是要正确认识领导与被领导的关系。一是在思想上要牢固树立党管武装的观念,明确军事部和兵役机关的责任。切实摆正位子,充分发挥“被领导”的职能作用,争得地方党委、政府对军事工作的重视和支持。这样,做好民兵、预备役工作就有了坚实的基础和强大的动力。二是在实际工作中,要把坚持自觉接受领导、无条件服从领导、主动争取领导、真心尊重领导作
