基于可竞争市场理论、根据电力行业的经济技术属性,分析电力市场竞争的两种基本模式:批发竞争模式与零售竞争模式。中国电力体制市场化改革所采用的“厂网分离、竞价上网”模式无法实现有效的电力市场竞争。深化中国电力体制改革的中间模式,在保留配电企业的零售业务的同时,开放市场准入,逐步引入用户选择权,建立用户响应机制。
Based on the theory of market competition, according to the economic and technological properties of the power industry, two basic modes of electricity market competition are analyzed: the wholesale competition mode and the retail competition mode. The market power reform of China’s power system adopted by the “power plant network separation, bidding Internet” model can not achieve effective electricity market competition. Deepen the intermediate mode of China’s power system reform, while retaining the distribution business retail business at the same time, open market access, and gradually introduce user options, the establishment of user response mechanism.
