2008年1月,我国东部、中部、西部地区近三分之二的省级行政区遭遇了突如其来的百年雪灾。在抗击雪灾中,各级政府在组织抢修公共基础设施、及时公开发布信息、维持社会秩序稳定等社会管理方面和提供基本生存保障服务、基本公共交通服务、灾害及时救济服务等公共服务方面均发挥了有效的作用。但低温、雨雪、冰冻所造成的交通受阻、电力受损、供水中断、人员伤亡和财产损失也展露出政府危机应对体系的罅漏,引发了新一轮关于政府应急管理的讨论。本文认为,透过现象看本质,此次雪灾所折射出的政府应急管理体系不完善的深层次因素恰恰是我国行政管理体制的不完善。雪灾中所反映出的政府管理问题实际上平时就已经存在,例如,政府职能转变滞后于经济社会的发展;公共政策管理、经济和工具思维的调整不
